As a Hiring Manager, I want to change rates on a self-managed placement

Only employer-users set up as 'client Admin' are able to edit placement rates of self-manage jobs. An admin user at the Employer will need to decide if the hiring manger can have upgraded access to be able to do this, or the Hiring manager will need to contact the Client Admin user for their department/ hierarchy to update the placement for them.
